Councilors send detectives to brothels

There are legal brothels in Sydney, however, there are many unlicensed sex houses alongside them. The councilors are complaining, that the burden of proof is on them, and the courts sometimes require very strong evidence of their illegal activity in order to close the clandestine brothels.
